If the floats are stuck up, no fuel will enter the carb bowl. Apparently, some have used a small funnel to pour it directly into the carb. Disconnect the fuel line, below the fuel pump. Emty the bowls first. Then close the drain, and pour the cleaner into the fuel line, until the float valves close. Let it sit for a day.
